
The Water Sector Review (WSR) is a joint project of the Government of Viet Nam and a number of international development partners. The implementation of the project is taking place under the Office of the National Water Resources Council, which is located within the Ministry of Natural Resources and Environment. The international input is being led by the Asian Development Bank (
ADB), with co-financing from the governments of the Netherlands, Australia and Denmark. Consultants
KBR, in association with
VICA , have the contract with the ADB to undertake the project.
The long term goal of the Water Sector Review is to help the Government and its development partners to adopt better management approaches based on integrated water resources management (
IWRM) principles, in line with the objectives of the National Water Resources Strategy (
NWRS). Better water sector management will lead to enhanced contributions of the sector to poverty reduction and sustainable national development.

The immediate objective of the project is to review the state of the
water sector in Viet Nam and to establish a common framework to guide development decisions in the sector and to support IWRM initiatives. These will underpin the Government's achievement of the NWRS objectives over the coming 10-years.
The project seeks to establish a shared vision, a consensus, on the future directions of the water sector among different government agencies and other stakeholders, including priorities to address issues at the National, river basin and provincial levels. The outputs from the project will be:
- A strengthening of the potential contribution of the water sector to the achievement of the goals and targets of the 2006–2010 Socio-Economic Development Plan, which aims to ensure balanced poverty reduction, economic growth, and environmental sustainability.
- Delineation of functions among national, provincial, river basin and local agencies and comparison with best practice;
- The establishment of agreed investment projects at National, river basin and provincial levels, which will provide a platform for Viet Nam to start the move towards the goal of IWRM, including:
- Non-structural measures - further strengthening the policy, regulatory and institutional framework, improving planning and management and capacity building for the application of IWRM approaches; and
- Structural projects - efficient and sustainable infrastructure investments within the sector.

All project Reports are being posted on the website and comments invited. All stakeholders, but particularly the provinces, are being encouraged to use the website to provide information or comments on any aspect of the project.
